While other republicans are promoting the Unlawful Internet Gambling Enforcement Act in the senate, Republican Jim Kasper has been trying to make North Dakota a licensing agency for online casino poker sites.
Kasper holds a strong belief that by regulating the online gaming industry in North Dakota, much needed taxes will be raised for public services, and the state-owned bank of North Dakota will see more profits by handling the gambling tansactions.
However, with the passing of the Unlawful Internet Gambling Enforcement Act in the Congress and the Senate, and with President Bush signing it into law Oct. 13, Kasper's initiative has been slit in the throat. The act is public policy, and all states are expected to comply.
The model that Kasper has been pushing for is patterned after the UK's approach to online casino gambling, where it is being regulated and taxed.
While the North Dakota House supported his initiative, the state's senate disapproved the concept of legalizing and regulating online casino poker. With the recent developments in Washington, Kasper has sacked any plans to push the bill further.
The new law does not allow US banks and credit card companies to handle online gambling related transactions, therefore, Kasper's vision of a North Dakota-licensed internet gambling poker sites is a thing of the past.
